Garvin was born in San Fernando, Trinidad & Tobago, in 1934. He graduated from Naparima High School, before short working periods of teaching and then at the Texaco Research Laboratory. He left Trinidad and Tobago for Canada in 1956 to attend Sir George Williams, now Concordia University.
He met and married Muriel Sherwood in Montreal in 1960, with whom he had two children, Donna and Stephen.
After graduating from Concordia University, he completed a diploma in education at McGill University.
While teaching at the Protestant School Board of Greater Montreal, now the English Montreal School Board, he completed the master’s program in education, at New York State University. He rose through the teaching ranks, first as Mathematics Department Head, to Vice-Principal and before retirement in 1997, became the Principal of Westmount High School. At Garvin's request, there will be no funeral or viewing.
